I am pleased to write to Y.E. In response to Our communication of April 12, 2019, delivered to the Secretariat of the Court on the 15th of the same month, where it is stated that the Bolivarian Republic of Venezuela will provide subsequent information in a timely manner in order to assist the Court in the fulfillment of the duty imposed by article 53.2 of its Statute.
In this regard, Excellency allow me to send you a Memorandum in original, accompanied by its respective Annex, both in their original version in Spanish and translation into English.
Venezuela and Guyana are committed by mandate of the Geneva Agreement to reach through friendly negotiations a practical, acceptable and satisfactory settlement for both parties in their territorial controversy over Guyana Esquiba.
Excellency, in thanking you for your attention to this communication, we once again extend our hand to our sister Guayana for the negotiation of a definitive solution in favor of the peoples of Guayana and Venezuela.
I would like to take this opportunity to ratify the democratic and diplomatic vocation of peace of the Bolivarian Republic of Venezuela and its people, in perfect harmony with its recognition to the Court for the valuable judicial mission carried out by such a high instance of the United Nations system in which we trust and respect as a bulwark of a better world in peace and justice.
